Legality of Online Rummy in India

1. Rummy as a Game of Skill
The Supreme Court of India has ruled in cases such as State of Andhra Pradesh v. K. Satyanarayana (1968) that Rummy is a game of skill, not a game of chance. Games of skill are considered a business activity and are protected under Article 19(1)(g) of the Constitution of India.
A game of skill is one where the outcome is determined primarily by the player’s superior knowledge, training, attention, experience, and strategy, rather than by chance. The rules of Pcom Rummy require players to use analytical and decision-making skills to arrange their cards, making it a clear game of skill.
2. Legality of Playing for Stakes
Playing games of skill for real money or stakes is legal in most states of India. The Public Gambling Act of 1867 explicitly excludes games of “mere skill” from its prohibitions.
3. Restricted States
Due to specific state laws, players from the following states are not permitted to play for real money on Pcom Rummy:

Assam
Nagaland
Odisha
Sikkim
Telangana
